Am I not to able use Closed Caption on TV2 with a 722 receiver?

My wife is wanting CC on TV2, but when I went to turn it on. The Closed Caption tab is grey'd out and won't let me click on it. Everything works fine on TV1 to turn on the CC. Is this just not a option for TV2? I'm using a 722 receiver.

All channels or specific? Some channels do not support CC.

Since the TV2 connection is sent as a modulated SD analog signal, the CC is analog, and should be controlled by the TV connected to the coax. There is no setting on the 722 for turning on and off the analog CC signal being sent, it is already imbedded in the stream if the channel provides it. My TV2 connected TV I set (with the TV remote) to "CC on mute".
