Advice for a friend looking to sub

My friend is looking to sub to dish:

he's mostly interested in getting a 2 room dvr and locals only

I know you have to sub to at least something in order to get locals?

Do they do al-la-carte + locals? Or is dish family the lowest it gets?

Also does he get anything by me referring him?

DishFamily is as low as it gets....if you refer him with a ClubDish card he gets $0 activation + a $50 credit on his first bill (as opposed to $50 activation with a $50 credit). So he makes $50. You get 10 $5 credits.
