Activation Sequence with 2-Hopper, 4-Joey Install

I understand that both Hoppers in a 2-Hopper install need to be activated and showing programming prior to hooking up any of the Joeys, but at what point do you call in to activate? After first Hopper is powered up or after second Hopper is powered up, or two separate calls?

Wait till both say they are ready for activation, then call and give the R & S #s for all Hoppers and Joeys at once. Only once both Hoppers are watching live TV can you start powering up the Joeys (one by one is recommended).
