What is an acceptable signal strength? The help menu says if the bar is green it's ok, but I was wondering: if the signal strength is low but the bar is still green, would it cause blockiness in the picture? I have a strength of about 77.

Pixellation can and does occur due to low signal strength. The 77 you name is not of much use without knowing with satellite and transponder it is.

Most users should be able to get around 100 on 110 & 119 transponders 11 & 12.

Let me rephrase. E* signal stregths vary all over the place depending on several factors, which may or may not apply in this situation.
