99% Signal and Quality but no Channels?

I recently purchased a Samsonic Dish/Receiver setup. I have located Telstar with the help of a satellite finder and get a strong signal/quality readout (flucuates around 90%) on the receiver. But when I do a channel search (on Telstar 5Ku) all that comes up for TV is (01) RCS Map Table, which doesn't appear to be anything, and one data channel (IP/DVB Service). I am not convinced the hardware is working right, but the vendor isn't convinced it's not working right. How do I know? What should I try? Thanks.

doesnt sound like you are on the right satellite. If you can manually program in transponders, log in the following

12177 freq
V polarity
23000 symbol rate

that is strong and should help you pick up the right signal.
