If I were to purchase an 811 off Ebay and hook it up my my OTA antenna, would work as a decoder for my local HD channels if I did not activate the receiver with Dish?

You have to be able to lock on at least one dish sat for the ota to work. But yes it will work .

Anyone want to guess how long this will be the case? I imagine that eventually Dish will require some sort of subscription on the 811 in order to pick up OTA HD.

I could be wrong though... It has happened once or twice in my life...
