I have a super dish with 4 beams: 119 129 110 118

Dish just picked up my HD locals on 61.5. Would it be possible to change 118 to look at 61.5 or will it require a second dish?

If possible, any advice on how to go about doing that?

It will require a second dish pointed at 61.5. Since dish put your locals on that satellite, they should come out and change your setup free.

Yes, they should give you that second dish for free. You need to be proactive and call them though. They won't just call you and offer to give it to you.
