All "Dual Tuner" recivers need a phone line pluged in to avoid the phone line fee.

I have activated several DTV DVR without a phone line connected, no issues with DTV at all.

That would be for Dish Network. For DTV, if their is no phone line some features would not be avaliable without a call to DTV.
