Yes it is! I have a thread dedicated to the 2009-2010 College Basketball season with the Multi-Sport Pack which so far shows that about 80% of college basketball games available on the various RSNs are available in the clear using that package.

commodore_dude is correct. The Multi-Sports Pack has Altitude, which is a Big 12 Network affiliate. However, to be safe, ESPN FC is the better (albeit much more expensive!) alternative.
